러시아 JSC ASE사 건설하는 원전 건설 분야 단독 협상자 선정
원전 4기 터빈, 건물 등 원전기자재 공급...국내 원전업계 동반 진출
[산경e뉴스] 한국수력원자력이 러시아 JSC ASE사가 건설하는 이집트 엘다바 원전 4개호기의 터빈건물 등 2차측 건설사업 계약 체결을 위한 단독협상대상자로 선정됐다.
이는 한수원이 JSC ASE사의 유일한 계약협상대상자로 선정됐다는 의미다.
양사는 가격과 계약 주요조건에 대해 2월까지 협상을 마무리한 후 각각 내부 승인 절차를 거쳐 오는 4월 말까지 계약을 체결할 계획이다.
한수원은 협상 경과와 사업여건에 따라 일정이 변경될 수 있다고 밝혔다.
한수원이 이집트 엘다바 원전 2차측 건설사업 계약을 수주하면 국내 원전 건설사는 물론, 국내 원전 기자재 공급 기업들도 함께 참여해 원전 산업계에 새로운 활력이 될 것으로 기대된다.
한국 원전 산업계는 국내 및 UAE 바라카 원전사업에서 입증한 경험과 사업수행 능력을 바탕으로 최초로 원전을 도입하는 이집트 현지기업과도 협력을 추진할 예정이다.
이집트 엘다바 원전사업은 러시아 국영 원전기업 로사톰(Rosatom)사의 자회사인 JSC ASE사가 2017년 이집트 원자력청(NPPA)으로부터 수주한 1200MW급 VVER-1200 원전 4개호기를 건설하는 사업이다.
올해 본격적인 건설을 시작해 2028년 1호기 상업운전을 목표로 하고 있다.
현재 이집트는 군부독재자 호스니 무바라크가 물러가자 이슬람 신정국가를 추구한 무슬림 형제단의 무함마드 무르시가 집권했지만 1년만인 2011년 군부 압델 파타 엘 시시의 쿠데타로 실각했다.
압델 파타 엘 시시 대통령은 2011년 아랍의 봄 이후 헌법 개정을 해서 대통령 4년 임기, 1번 중임이 가능한걸로 했지만 2019년 또 헌법을 개정해 6년 임기에 중임 2기로 정했다. 사실상 엘 시시 장기 집권 군부 독재국가다.
이에따라 이집트 정부가 안정적 전력확보를 위해 원전 추가발주 가능성도 높은 것으로 전망되고 있다.
한수원은 신원전 건설을 위해 이집트 시장을 면밀히 관찰하고 있는 상태다.

KHNP, approved as the single source supplier for turbine Island of El-Dabaa NPP units 1-4
Korea Hydro and Nuclear Power (KHNP) has been approved as the single source supplier for the contract of turbine Islands (Procurement of equipment and materials and construction of the main and auxiliary buildings and structures) of El-Dabaa NPP power units 1-4 constructed by JSC ASE. KHNP and ASE have a long history of cooperation as leaders of nuclear industry.
As a part of this cooperation, both parties have worked on the involvement of KHNP in the El-Dabaa NPP construction project.
ASE and KHNP plan to negotiate and endeavour to agree on the price and main terms and conditions of the contract by the end of February 2022 and to sign the contract, subject to internal management, board and other approval procedures of both ASE and KHNP by the end of April 2022. Each of these activities and dates is subject to change by ASE or KHNP.
When KHNP participates in the turbine island of El-Dabaa NPP, it is expected to breathe new vitality into the NPP industry by participating in NPP project of the Russian VVER type along with domestic NPP construction companies as well as equipment suppliers.
To satisfy the localization requirements of El-Dabaa project, KHNP is also planning to promote cooperation with Egyptian companies based on KHNP’s experience and capability that are proven in domestic and the UAE NPP projects.
JSC ASE, which is a subordinate company of Russian state corporation ROSATOM, concluded a contract for El-Dabaa NPP project with NPPA of Egypt in 2017.
The project involves construction of four units of VVER-1200 and the construction is expected to start from this year.
ASE and KHNP have worked on the involvement of KHNP in the EL-Dabaa NPP turbine islands.
